SEA Recycling Coalition Launches Indonesia EPR White Paper

Jakarta, Indonesia — The Southeast Asia Recycling Coalition (SEARC) has officially launched its White Paper, Strengthening Indonesia’s Waste Management Roadmap, setting out practical policy recommendations to support the development and implementation of an effective Extended Producer Responsibility (EPR) framework in Indonesia.
The White Paper was launched at an event in Jakarta that convened over 70 representatives from more than 40 organizations across government, industry, and civil society. Participants engaged in in-depth discussions on EPR policy design, circular economy implementation, and opportunities to strengthen public–private collaboration in Indonesia’s waste management landscape.
The event featured keynote remarks from Bapak Dr. Hanif Faisol Nurofiq, Vice Coordinating Minister for Food Affairs, as well as insights from Bapak Erik Teguh Primiantoro, Special Staff to the Minister of Environment. Ellen Martin, Chief Impact Officer of Circulate Capital and Co-Chair of SEARC, also delivered opening remarks underscoring the importance of aligning circular economy policy with investment to support scalable and sustainable outcomes. The event concluded with closing remarks by Hadyu Ikrami, Head of Legal, Public Affairs, Communications, Sustainability & Responsibility for Indonesia and the Philippines at Pernod Ricard, who highlighted the growing importance of EPR in Indonesia.
SEARC’s Indonesia White Paper provides a practical and stakeholder-informed roadmap to strengthen EPR implementation, with recommendations focused on institutional design, material-specific target setting, and mechanisms to support effective enforcement and collaboration. The White Paper is now available in both English and Bahasa Indonesia.
Panel Discussions on Practical EPR Implementation
As part of the launch event, SEARC hosted two panel discussions that explored critical aspects of EPR implementation and circular economy development in Indonesia and the wider ASEAN region.
The first panel discussion examined practical approaches to expanding EPR scope, including upstream considerations, target setting across different material streams, and the role of Producer Responsibility Organizations (PROs) and industry in supporting implementation. Panelists also discussed opportunities to mainstream the 9R framework within Indonesia’s waste management system.

The second panel discussion focused on cross-institutional roles and responsibilities, institutional designs for PROs, and the broader landscape of circular economy initiatives across Indonesia and ASEAN. Discussions highlighted the importance of coordination across ministries, industry, and regional institutions to enable effective and consistent EPR implementation.
