Policy Paper

The Southeast Asia Recycling Coalition has published a new policy recommendation paper, Strengthening Indonesia’s Waste Management Roadmap, outlining practical steps to reinforce Indonesia’s waste reduction framework and support the effective rollout of Extended Producer Responsibility (EPR) for packaging. The paper is intended to inform policymakers, industry, and waste management stakeholders as Indonesia reviews and strengthens its national approach to producer-led waste reduction.

Building on the Waste Reduction Roadmap under Ministerial Regulation No. 75/2019, the paper recognises progress to date while highlighting persistent challenges, including voluntary compliance, fragmented waste management systems, infrastructure funding gaps, and limited data and technical capacity. Drawing on international experience and local expertise, it highlights the need for clearer governance, industry-led Producer Responsibility Organisations (PROs), and modulated EPR fees — positioning EPR as a key mechanism to accelerate waste reduction when supported by investment and robust institutional frameworks.

Government & Stakeholder Engagements

The ASEAN Secretariat

The Coalition engaged the ASEAN Secretariat in March 2025 on regional circular economy priorities, including recycling systems and Extended Producer Responsibility across ASEAN. Following the engagement, the Coalition was invited to join ASEAN’s Independent Advisory Panel under the Focal Group for Circular Economy.

The Ministry of Environment

The Coalition engaged Indonesia’s Ministry of Environment in June 2025 on ongoing reforms to the national waste management framework, including revisions to Ministerial Regulation No. 75/2019 and the development of a Presidential Regulation on Extended Producer Responsibility (EPR). Discussions focused on strengthening enforcement, expanding responsibilities across the value chain, and establishing governance frameworks to support effective EPR implementation.

The National Plastic Action Partnership

The Coalition engaged the Indonesia National Plastic Action Partnership in March 2025 to exchange views on waste management policy development, including the role of EPR and data-driven approaches to improving implementation. Discussions covered NPAP’s work in consolidating plastics data, supporting policy inputs to the Ministry of Environment, and considerations around collective compliance models and regulatory effectiveness.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

The Coalition engaged GIZ in June 2025 to discuss ongoing circular economy initiatives in Indonesia, including policy advisory work and capacity-building efforts related to Extended Producer Responsibility (EPR). The discussion highlighted GIZ’s flagship In Circular programme, its focus on supporting government policy development, private sector engagement, and stakeholder coordination, as well as opportunities for industry participation in future capacity-building and dialogue activities.
